the neighbors have been playing "Picture" by Kidd Rock and Cheryl Crow on repeat at a pretty high volume for at least the last 40 minutes...probably longer. i do not know what to do.

Oviously I suggest that you play something louder and more annoying. May I suggest some screeching nails ona chalkboard. Im sure thats online.
Paul used to have neighbors who played Sheryl Crow's "IIIIIIIIIII wanna soak up the SUUUUUUUUUUUUUUUN..." song over and over, so I think I kinda get how you feel.
One. Playing Sheryl Crow songs is a felony, so call the police.
Two. Buy a BB gun.
Three. Find out where their circuit breaker is and shut em down.
Four. Try a rousing version of "Popsicle Toes" or "Muskrat Love". Works every time.
